Cecilia Fernández has a degree in International Business (UCU) and a Master's in Economics and International Marketing from the University of Wakayama (Japan). For many years, Cecilia dedicated herself to different areas of international business (commercialization of beer raw materials, intellectual property services, among others). With a marked interest in adding value to the development of the interior of the country, she began to get involved in the issues of the Uruguay-Brazil Waterway, being coordinator of the Project "Strengthening of the Technical Capacities of the Uruguayan-Brazilian Mixed Commission for the Development of the Laguna Merín Basin". – Uruguayan Delegation (CLM-DU)“, financed by CAF Banco de Desarrollo. At the end of the project, she continued to collaborate with the CLM-DU on related issues. Subsequently, she was co-director of the Project "Preparation of a Roadmap to promote the Integral Development of the Cross-border Region around the Merín Lagoon". Currently, she is studying postgraduate specialization in Port Management and Waterways at the Buenos Aires Technological Institute (ITBA).

Mr. Picasso has over 40 years of professional experience, during which he worked for approximately 20 years in public administration and 20 years in the private sector.

In private consulting, he participated in regional and sector-based studies and in the economic, financial, and environmental planning and evaluation of infrastructure and public services projects. His projects include projects for the use of water resources for flood control, urban drainage, water supply, sewage systems, including environmental issues, energy, irrigation, and comprehensive solid waste management, as well as rail, road, and river transportation projects. He also worked on projects in the agricultural and mining sectors, and industrial development projects for agricultural and mining projects.

He held important positions in the National Public Administration and the Province of Buenos Aires in the areas of public finance and strategies for the execution of infrastructure projects, service provision, and construction financing. From 1993 to 1995, he served as Secretary of Finance for the Province of Buenos Aires, under Minister Jorge Remes Lenicov.

He held over 20 years of senior positions related to public investment financing for multilateral organizations such as the World Bank, the Inter-American Development Bank, and the Development Bank of Latin America (CAF). He participated in the selection, approval, and execution control of projects. He served as Executive Director for the Argentine Republic (2004-2006) and as Executive Secretary (2006-2008) in charge of FONPLATA, the Financial Fund for the Development of the La Plata Basin, based in the Republic of Bolivia.

He served for five years at the Argentine Chamber of Construction, Buenos Aires Province Branch, advising member businesses on public investment planning and programming, public investment budgeting, and public investment financing mechanisms in construction.

Tatiana is a Civil Engineer (UTN- FRRO) and is currently evaluating her thesis for her Master's degree in Integrated Water Resources Management (UNL- FICH). In addition, during 2021 he has completed the Port Management and Strategic Planning course at the training center of the Port of Antwerp, the second largest container port in the world located in Belgium. During the last years she has worked in planning and management processes of sustainable development from a systemic vision, with emphasis on links with Stakeholders and territory work, management of public-private networks, socio-political validation processes and application of quantitative and qualitative research methodologies. She has served in the role of Project Manager in highly complex projects, coordinating both local and international interdisciplinary technical teams (2015-2021). During his previous experience in the construction sector, in the execution of public road and hydraulic works, he performed the tasks of management control and programming and planning of the company's portfolio of works, public and private, national and international tenders and analysis of price redeterminations.

In particular, in the last two years, it has worked intensively in the development of consultancies linked to the development of strategic plans for local environmental management through the methodological development of the Latin American Forum of Environmental Sciences (FLACAM) (2020-2021).

Within her academic activities, it is worth mentioning that since 2017 she has been a guest professional at the Center for Innovation and Sustainable Development, belonging to the Faculty of Science and Technology of the Autonomous University of Entre Ríos and since 2021 she has been an assistant professor in the Chair of Water Resource Uses in the Civil Engineering Career at the National Technological University.
